HILLSBOROUGH COUNTY HEALTH CARE COALITION
Building a Stronger Preparedness Network
The Hillsborough County Health Care Coalition (HCHC) traces its roots to the Hillsborough County Hospital Disaster Recovery Group, formed in 1977 by Dr. Paul Siddall, the Hillsborough County Mass Casualty Director. In 2014, the group transitioned into the HCHC and became a standing committee of the Regional Coalition.
The HCHC is an association of community organizations with disaster planning and operational responsibilities or capabilities. The coalition is dedicated to creating and promoting a state of readiness while supporting recovery efforts to protect the health of Hillsborough County residents during catastrophic events, large scale disasters, and emergencies.
Through coordination among public health providers, private medical providers, public safety agencies, and government officials, the coalition supports education, assessment, planning, and other services that strengthen local preparedness and response capabilities.

Strengthening Preparedness Through Collaboration
The mission of the Hillsborough County Health Care Coalition is to enhance collaborative disaster mitigation, preparedness, and recovery efforts by engaging all sectors of the health and medical system and helping the medical system sustain and improve its existing disaster response and recovery capabilities.
The coalition brings together healthcare organizations, public health providers, private medical providers, public safety agencies, and government partners to strengthen preparedness and support coordinated response and recovery across Hillsborough County.

The Hillsborough County Health Care Coalition focuses on building the partnerships, capabilities, and resources needed to prepare for emergencies, strengthen healthcare response, and support recovery across Hillsborough County.
Disaster Mitigation
Working with healthcare and community partners to identify risks, address preparedness gaps, and strengthen capabilities before an emergency occurs.
Response & Recovery
Strengthening the healthcare system’s ability to sustain and improve disaster response and recovery capabilities through coordinated local partnerships.
Preparedness & Planning
Supporting education, assessment, planning, and coordination efforts that help healthcare organizations prepare for catastrophic events, large scale disasters, and emergencies.
Community Coordination
Bringing together public health, private medical, public safety, and government partners to share information, coordinate resources, and strengthen the health and medical response system.
Training Supports Stronger Response
Preparedness is not a one time event. Ongoing education, collaboration, and practice help healthcare organizations respond faster, recover more effectively, and better protect their communities during emergencies.

Stronger Together Across Tampa Bay
The Tampa Bay Health & Medical Preparedness Coalition brings healthcare and emergency preparedness partners together across nine counties. Through collaboration, planning, training, and shared resources, the coalition works to strengthen preparedness and response throughout the region.
