SUMMARY:Healthcare Coalition Response Leadership Course (July 9-13th)
DESCRIPTION:Target Audience/Disciplines\nHealthcare Leaders\, Public Health Leaders\, Emergency Medical Leaders\, and Emergency Management and Public Officials serving in a leadership role for an existing or developing healthcare coalition. \nOverview\nThe Healthcare Coalition Response Leadership Course (HCRL) is based on the U.S. Department of Health and Human Services’ Healthcare System and the Centers for Disease Control and Prevention Public Health Preparedness Capabilities\, as well as best-practice procedures for healthcare-coalition building\, preparedness\, response\, and recovery. The three-day course provides instruction and facilitated discussion in best practices and lessons learned in establishing an effective healthcare-coalition framework and conducting healthcare-coalition planning\, as well as and achieving preparedness. The course provides instruction on the development of indicators\, triggers\, and tactics for proactive coalition planning; and approaches techniques\, and instruction on the considerations for healthcare coalition response and recovery leadership. The course also provides extensive practical experience in healthcare coalition leadership team response through a series of progressive exercises designed to emulate realistic community and regional public health and medical emergencies. \nBelow are some\, but not all\, of the critical skill sets learned during this training program: \n\nDiscuss the best practice methods and means for establishing a healthcare coalition framework.\nDiscuss the best practice methods and means for preparing to respond as a healthcare coalition.\nDevelop indicators\, triggers\, and tactics for a proactive healthcare response.\nManage a response to a public health and/or medical emergency as a leadership team member for a healthcare coalition.\n\nPrerequisites and Requirements\nTo be eligible for the course\, the student must successfully complete the following course: \n\nAWR-160\, WMD/Terrorism Awareness for Emergency Responders.\nTo be eligible for this course\, the student must serve in a leadership role for an existing or developing healthcare coalition.\n\nExceptions to the above prerequisites may be granted on a case-by-case basis at the discretion of the CDP Registrar. \nContinuing Education Credits\nThe Center for Domestic Preparedness is authorized by IACET to offer 2.4 continuing education units for this program.

The course is conducted in two phases: fundamental principles and applied principles. During the fundamental principles phase participants receive an overview of adult learning\, task analysis\, risk and hazard analysis\, learning objectives and lesson plans\, communication skills\, instructional delivery and multimedia\, testing and evaluations\, and after action reviews. DESCRIPTION:Target Audience/Disciplines\nEmergency Management\, Emergency Medical Services\, Fire Service\, Governmental Administrative\, Hazardous Materials\, Healthcare\, Law Enforcement\, Public Health\, Public Safety Communications\, Public Works. \nOverview\nIncident Command: Capabilities\, Planning\, and Response Actions for All Hazards (IC) is a three-day course that provides management-level responders working in supervisory positions with knowledge of how decisions made by responders from various disciplines can impact the handling of a chemical\, biological\, radiological\, nuclear\, or explosive (CBRNE) incident. The importance of planning and training for a CBRNE incident response is stressed to participants\, thus the course incorporates preparedness planning considerations and incident management concepts to train participants to serve as members of an incident management team. Participants are immersed in a curriculum that will promote development of their abilities to evaluate the threat\, identify and prioritize probable targets\, measure required capabilities\, and discuss the Incident Response Plan (IRP) and Incident Action Plan (IAP) processes. The course culminates with a real-time\, scenario-driven tabletop exercise that requires participants to apply concepts learned during the course to plan for and manage emergency response resources. \nBelow are some\, but not all\, of the critical skill sets learned during this training program: \n\nIdentify responsibilities of personnel within the incident command system.\nEstablish the initial command\, perform a needs assessment\, and institute accountability\, life safety\, scene stabilization\, and property conservation measures.\nEstablish a relationship between the Incident Commander (IC) and the Emergency Operations Center (EOC).\nConduct a target vulnerability assessment that results in an accurate jurisdiction vulnerability rating for a CBRNE scenario.\nIdentify and prioritize probable targets\, measure required capabilities\, and develop a local IAP for a CBRNE incident.\nIdentify the government agencies and private sector resources that may offer assistance during a CBRNE incident.\n\nPrerequisites and Requirements\nTo be eligible for the course\, the student must successfully complete the following courses: \n\nAWR-160\, WMD/Terrorism Awareness for Emergency Responders;\nIS-100.b\, Introduction to the Incident Command System or any of the available ICS-100 series; and\nIS-200.b\, ICS for Single Resources and Initial Action Incidents or any of the available ICS-200 series.\n\nContinuing Education Credits\nThe Center for Domestic Preparedness is authorized by IACET to offer 2.4 CEUs for this program. \nPolice Officer Standards and Training (POST; approved per state): 24

DESCRIPTION:Target Audience/Disciplines\nHospital staff members who comprise a Hospital Emergency Response Team\, such as physicians\, nurses\, administrators\, security personnel\, environmental staff\, and other hospital staff. \nOverview\nThe Hospital Emergency Response Training for Mass Casualty Incidents (HERT) course addresses healthcare response at the operations level for the facility and its personnel. This three-day course prepares healthcare responders to utilize the Hospital Incident Command System — integrating into the community emergency response network while operating an Emergency Treatment Area as hospital first responders during a mass casualty incident involving patient contamination. Functional areas addressed in this course include an overview of relevant standards\, regulations\, and organizations; integration with agencies and stakeholders; the Incident Command System (ICS) as it applies to healthcare; plans and the planning process; facility and personnel preparedness; exercises and training; and surge and related mass casualty issues (including patient care and/or ethics\, evacuation\, public affairs\, and risk communications)\, recovery\, and finances/reimbursement. \nBelow are some\, but not all\, of the critical skill sets learned during this training program: \n\nIdentify the various regulatory\, accrediting\, and standard-setting organizations/agencies for healthcare emergency management.\nDescribe the major components of the ICS as it applies to healthcare\, including the roles and responsibilities of various functional areas\, incident command post organization\, Unified Command and operation\, and the relationship to the National Incident Management System.\nIdentify the essential elements of a typical all-hazards healthcare facility/system emergency management program.\nIdentify how to conduct requirement planning\, including resource acquisition and situational planning.\nIdentify how to assess a healthcare facility’s threats\, risks\, and vulnerabilities\, both internal and external\, that may affect the continuous provision of high-quality healthcare services\, including how to complete a Hazard Vulnerability Analysis.\nDescribe various methods of managing medical surge.\nDescribe ethical issues healthcare personnel may face in a disaster\, including treatment issues\, tracking and disclosure of patient information\, patient diversion\, alternate-care facilities\, mass-fatality management\, and restricted access.\nDescribe a comprehensive exercise program\, including different models and methods of exercises.\n\nPrerequisites and Requirements\nTo be eligible for the course\, the student must successfully complete the following courses: \n\nAWR-160\, WMD/Terrorism Awareness for Emergency Responders;\nIS-100.HCb\, Introduction to Incident Command System for Healthcare/Hospitals;\nIS-200.HCa\, Applying ICS to Healthcare Organizations;\nIS-700.a\, National Incident Management System (NIMS)\, An Introduction; and\nIS-800\, National Response Framework (NRF)\, an Introduction.\n\nThe CDP recommends that candidates also have the following: \n\nFamiliarity with The Joint Commission standards on emergency management; and local emergency operations and response plans.\n\nContinuing Education Credits\nThe Center for Domestic Preparedness is authorized by IACET to offer 3.2 continuing education units for this program.\, Nursing through Alabama Board of Nursing (nurses only): 32 \nContinuing Medical Education\, through University of Alabama at Birmingham (additional allied health professionals may be able to apply for these continuing medical education units): 32 \nCA Environmental Health Specialist\, through National Environmental Health Association (environmental health professionals): 32 \nPolice Officer Standards and Training (POST)\, if approved by the student’s state: 32

SUMMARY:Environmental Health Training in Emergency Response (EHTER) - Operations (4 Days)
DESCRIPTION:Target Audience/Disciplines\nEnvironmental Health Responders assigned to a local\, State\, Territorial\, or Tribal Emergency Response Team\, who perform environmental health tasks in emergencies and disasters. \nOverview\nThe Environmental Health Training in Emergency Response Operations (EHTER Ops) is a four-day course which provides participants with the operations-level knowledge and skills needed to respond to incidents of natural- or human-caused disaster and to use appropriate protocols and equipment to achieve mission objectives. Participants are trained to assess problems and risks\, plan for a team response\, select equipment and instrumentation appropriate to the event\, perform the required tasks according to the Environmental Health response protocol\, and perform reporting and follow-up as instructed. The majority of the course is conducted through hands-on operational practice or response to simulated events. Participants perform Environmental Health Responder tasks while wearing personal protective equipment (PPE) Levels C and D. The course also includes training at the outdoor Northville Training Complex\, part of the Chemical\, Ordnance\, Biological\, and Radiological (COBRA) Training Facility\, where participants engage in scenario-based exercises in which they employ critical-thinking skills related to the selection and use of chemical\, biological\, radiological\, nuclear\, and explosive (CBRNE) detection and sampling instruments. \n\nPrepare as a team to respond to suspected water supply contamination in a potentially hazardous environment.\nDetermine remediation options for chemical and bacterial water supply contamination.\nCalculate health and safety requirements for the displaced population and estimated length of stay using the CDC Environmental Health Assessment Form for Shelters.\nRecommend equipment and upgrades needed to create a healthy and safe environment for proposed shelter population.\nAssess food sources for emergency mass-feeding operations and food handling of providers. Identify potential for\, address\, and report on foodborne illness.\nIdentify non-structural building-related safety and health hazards. Communicate complex environmental health and safety information to non-technical audiences including media and members of the public.\n\nPrerequisites and Requirements\nTo be eligible for the course\, the student must successfully complete the following courses: \n\nAWR-160\, WMD/Terrorism Awareness for Emergency Responders;\nIS-100.b\, Introduction to the Incident Command System or any of the available ICS-100 series;\nIS-200.b\, ICS for Single Resources and Initial Action Incidents or any of the available ICS-200 series;\nIS-700.a\, National Incident Management System (NIMS)\, An Introduction;\nIS-800.b\, National Response Framework\, An Introduction; and\nEnvironmental Health Training in Emergency Response (EHTER) Awareness-level course is available on the National Environmental Health Association e-Learning Website.\nStudents must be physically capable of standing and walking for prolonged periods while wearing PPE during this course.\n\nExceptions to any of the above prerequisites may be granted on a case-by-case basis at the discretion of the CDP Registrar.

SUMMARY:Mental Health First Aid Training
DESCRIPTION:THE NATIONAL MENTAL HEALTH ASSOCIATION is collaborating with the Florida VOAD Emotional and Spiritual Care Committee to provide their Mental Health First Aid Course at six locations in Florida.  The instructor is Judy Johnson\, an authorized Mental Health First Aid instructor.  The course is 8 hours long with a lunch break on your own. \nMental Health First Aid is a training program that teaches members of the public how to help a person developing a mental health problem\, experiencing a worsening of an existing mental health problem or in a mental health crisis. Like traditional first aid\, Mental Health First Aid does not teach people to treat or diagnose mental health or substance use conditions. Instead\, the training teaches people how to offer initial support until appropriate professional help is received or until the crisis resolves. The course is conducted in two phases: fundamental principles and applied principles. During the fundamental principles phase participants receive an overview of adult learning\, task analysis\, risk and hazard analysis\, learning objectives and lesson plans\, communication skills\, instructional delivery and multimedia\, testing and evaluations\, and after action reviews.
