SUMMARY:Highly Infectious Disease Theme Week
DESCRIPTION:The Highly Infectious Disease Training Week is intended to broaden the training experience of healthcare responders beginning with the first recognition of illness\, and continues through treatment\, isolation and recovery. Healthcare response is part of an overall community response and may involve many agencies\, departments\, organizations and facilities to ensure students effectively respond to and recover from the dangers of infectious diseases. \nThe Highly Infectious Disease Training Week will provide the student with the best practice\, knowledge\, and skills for triaging\, transporting\, transferring\, treating\, and managing persons with highly infectious diseases. Students will attend Subject Matter Expert discussions of best practices for managing and treating persons with a highly infectious disease throughout the week. Students receive demonstrations and practical experience required to prevent provider and other patient contamination by managing events in a realistic healthcare setting to ensure best practices in barrier precautions and infection-control procedures.

DESCRIPTION:Florida Week 2019 Syllabus:  Florida Week 2019 at CDP\nMarch 31 – April 6\, 2019 \nThe Florida Department of Health\, Bureau of Preparedness and Response is pleased to announce confirmation of the second Florida Week at the Center for Domestic Preparedness. \nIn partnership with the Federal Emergency Management Agency (FEMA)\, this dedicated week offers an invaluable opportunity to public health\, health care coalition and emergency response partners of Florida at the CDP’s state-of-the-art national training facility. Up to 140 students may attend identified courses during this week-long training and culminating “capstone” exercise in a no-fault environment\, gaining skill in public health emergency response and sharing experiences and knowledge. The CDP is the only training hospital in the U.S. dedicated solely to preparing health care\, public health and emergency response professionals for mass-casualty incidents related to terrorism or natural disasters. \nFlorida Week 2019 will host three courses for participants to choose from. DESCRIPTION:Target Audience/Disciplines\nHealthcare Leaders\, Public Health Leaders\, Emergency Medical Leaders\, and Emergency Management and Public Officials serving in a leadership role for an existing or developing healthcare coalition. \nOverview\nThe Healthcare Coalition Response Leadership Course (HCRL) is based on the U.S. Department of Health and Human Services’ Healthcare System and the Centers for Disease Control and Prevention Public Health Preparedness Capabilities\, as well as best-practice procedures for healthcare-coalition building\, preparedness\, response\, and recovery. The three-day course provides instruction and facilitated discussion in best practices and lessons learned in establishing an effective healthcare-coalition framework and conducting healthcare-coalition planning\, as well as and achieving preparedness. The course provides instruction on the development of indicators\, triggers\, and tactics for proactive coalition planning; and approaches techniques\, and instruction on the considerations for healthcare coalition response and recovery leadership. DESCRIPTION:Target Audience/Disciplines\nEmergency Management\, Emergency Medical Services\, Fire Service\, Governmental Administrative\, Hazardous Materials\, Healthcare\, Law Enforcement\, Public Health\, Public Safety Communications\, and Public Works. \nOverview\nInstructor Training Course (ITC) is a five-day course that prepares emergency responders to deliver lectures and hands-on training in their local jurisdictions. The course is conducted in two phases: fundamental principles and applied principles. During the fundamental principles phase participants receive an overview of adult learning\, task analysis\, risk and hazard analysis\, learning objectives and lesson plans\, communication skills\, instructional delivery and multimedia\, testing and evaluations\, and after action reviews. DESCRIPTION:Target Audience/Disciplines\nEmergency Management\, Emergency Medical Services\, Fire Service\, Governmental Administrative\, Hazardous Materials\, Healthcare\, Law Enforcement\, Public Health\, Public Safety Communications\, Public Works. \nOverview\nIncident Command: Capabilities\, Planning\, and Response Actions for All Hazards (IC) is a three-day course that provides management-level responders working in supervisory positions with knowledge of how decisions made by responders from various disciplines can impact the handling of a chemical\, biological\, radiological\, nuclear\, or explosive (CBRNE) incident. The importance of planning and training for a CBRNE incident response is stressed to participants\, thus the course incorporates preparedness planning considerations and incident management concepts to train participants to serve as members of an incident management team. Participants are immersed in a curriculum that will promote development of their abilities to evaluate the threat\, identify and prioritize probable targets\, measure required capabilities\, and discuss the Incident Response Plan (IRP) and Incident Action Plan (IAP) processes. The course culminates with a real-time\, scenario-driven tabletop exercise that requires participants to apply concepts learned during the course to plan for and manage emergency response resources. \nBelow are some\, but not all\, of the critical skill sets learned during this training program: \n\nIdentify responsibilities of personnel within the incident command system.\nEstablish the initial command\, perform a needs assessment\, and institute accountability\, life safety\, scene stabilization\, and property conservation measures.\nEstablish a relationship between the Incident Commander (IC) and the Emergency Operations Center (EOC).\nConduct a target vulnerability assessment that results in an accurate jurisdiction vulnerability rating for a CBRNE scenario.\nIdentify and prioritize probable targets\, measure required capabilities\, and develop a local IAP for a CBRNE incident.\nIdentify the government agencies and private sector resources that may offer assistance during a CBRNE incident.\n\nPrerequisites and Requirements\nTo be eligible for the course\, the student must successfully complete the following courses: \n\nAWR-160\, WMD/Terrorism Awareness for Emergency Responders;\nIS-100.b\, Introduction to the Incident Command System or any of the available ICS-100 series; and\nIS-200.b\, ICS for Single Resources and Initial Action Incidents or any of the available ICS-200 series.\n\nContinuing Education Credits\nThe Center for Domestic Preparedness is authorized by IACET to offer 2.4 CEUs for this program. \nPolice Officer Standards and Training (POST; approved per state): 24

DESCRIPTION:Target Audience/Disciplines\nEmergency Medical Services\, Healthcare\, and Public Health Professionals with a requirement to triage\, transport\, and treat persons with a highly infectious disease. \nOverview\nBarrier Precautions and Controls for Highly Infectious Disease (HID) is a three-day course that provides the student with the best practice\, knowledge\, and skills for triaging\, transporting\, transferring\, treating\, and managing persons with highly infectious diseases. Students participate in a guided discussion of best practices for managing and treating persons with a highly infectious disease from identification or presentation through conclusion and final outcome of treatment. Students receive demonstrations and practical experience in the proper donning and doffing of personal protective equipment required to prevent provider and other patient contamination. Lastly\, students conduct a series of patient management and treatment exercises in a realistic healthcare setting to include presentation at an emergency room and treatment in a hospital isolation ward using best practice barrier precautions and infection-control procedures. \nBelow are some\, but not all\, of the critical skill sets learned during this training program: \n\nDetermine infection control-barrier precautions and guidelines.\nManage risk of transmission in a patient with a highly infectious disease.\nDon and doff personal protective equipment.\nProcess infectious human remains.\nHandle infectious and/or hazardous waste.\nDisinfect patient treatment area and equipment.\n\nPrerequisites and Requirements\nTo be eligible for the course\, the student must successfully complete the following course: \n\nAWR-160\, WMD/Terrorism Awareness for Emergency Responders;\nPossess training and/or education in basic barrier precautions and infection-control requirements and procedures;\nPossess training and/or education in medical triage and treatment protocols;\nBe physically capable of assisting in the transfer and movement of a patient role player or mannequin weighing up to 200 pounds; and\nBe physically and mentally capable of wearing personal protective equipment that conforms tightly to the face or encapsulates the head and face.\n\nContinuing Education Credits\nThe Center for Domestic Preparedness is authorized by IACET to offer 2.4 CEUs for this program. \nNursing through Alabama Board of Nursing (nurses only): 24

DESCRIPTION:Target Audience/Disciplines\nEnvironmental Health Responders assigned to a local\, State\, Territorial\, or Tribal Emergency Response Team\, who perform environmental health tasks in emergencies and disasters. \nOverview\nThe Environmental Health Training in Emergency Response Operations (EHTER Ops) is a four-day course which provides participants with the operations-level knowledge and skills needed to respond to incidents of natural- or human-caused disaster and to use appropriate protocols and equipment to achieve mission objectives. Participants are trained to assess problems and risks\, plan for a team response\, select equipment and instrumentation appropriate to the event\, perform the required tasks according to the Environmental Health response protocol\, and perform reporting and follow-up as instructed. The majority of the course is conducted through hands-on operational practice or response to simulated events. Participants perform Environmental Health Responder tasks while wearing personal protective equipment (PPE) Levels C and D. The course also includes training at the outdoor Northville Training Complex\, part of the Chemical\, Ordnance\, Biological\, and Radiological (COBRA) Training Facility\, where participants engage in scenario-based exercises in which they employ critical-thinking skills related to the selection and use of chemical\, biological\, radiological\, nuclear\, and explosive (CBRNE) detection and sampling instruments. \n\nPrepare as a team to respond to suspected water supply contamination in a potentially hazardous environment.\nDetermine remediation options for chemical and bacterial water supply contamination.\nCalculate health and safety requirements for the displaced population and estimated length of stay using the CDC Environmental Health Assessment Form for Shelters.\nRecommend equipment and upgrades needed to create a healthy and safe environment for proposed shelter population.\nAssess food sources for emergency mass-feeding operations and food handling of providers. Identify potential for\, address\, and report on foodborne illness.\nIdentify non-structural building-related safety and health hazards. The importance of planning and training for a CBRNE incident response is stressed to participants\, thus the course incorporates preparedness planning considerations and incident management concepts to train participants to serve as members of an incident management team. Participants are immersed in a curriculum that will promote development of their abilities to evaluate the threat\, identify and prioritize probable targets\, measure required capabilities\, and discuss the Incident Response Plan (IRP) and Incident Action Plan (IAP) processes.
